Job Description
Under the overall supervision of the Chief of Mission (CoM) in Yangon, the directsupervision of the CCCM Capacity Building Advisor and in close coordination with the
CCCM Cluster Coordinator in Rakhine State, the successful candidate will support the
capacity building programme intended to strengthen the CM (Camp Management)
competencies of CM partners focusing on Gender Based Violence (GBV) and Counter
Trafficking (CT), thereby strengthening the overall response of the CCCM (and
Protection) Cluster in Rakhine State.

Roles and responsibilities include:
1. In coordination with the CCCM Capacity Building Advisor monitor, assess and
evaluate camp management practices and competencies across IDPs camps in
Rakhine State ,and identify opportunity to better integrate GBV/CT activities into
humanitarian response.
2. Adapt, develop and propose ‐where relevant‐ new modalities policies, tools and
practices focused on GBV/CT to Camp Management partners, and support
integration of GBV/CT modalities into existing camp focal point responsibilities
across multiple IDPs camps in Rakhine State.
3. Support the CCCM Capacity Building Advisor in providing hands on technical and
operational camp management and GBC/CT advice to implementing partners in the
following CM areas: camp‐level coordination; service monitoring and data
management; inclusive governance and community mobilization; care and
maintenance; mainstreaming of protection and complaints mechanisms. Specific
focus will be on sharing best practices in managing camps in a highly volatile
environment involving inter‐community conflict.
4. In support of the cluster, lead in collaborating and harmonizing camp management
approaches special emphasizes on GBV/CT and strategies among camp focal points
in IDP camps in Rakhine State, in order to guarantee a consistent and conflictsensitive
approach.
5. In coordination with the Information Management Officer, and in coordination
with the Clusters, develop tools and support their implementation for better
monitoring and reporting on instances of GBV/CT cases within the State.
6. Undertake regular visits to IDPs camps where camp focal points are operating, in
order to extend GBV/CT capacity‐building, assessment and problem‐solving
support on‐site. Regularly hold debriefing sessions with camp focal points to
identify GBV/CT problems, jointly resolve problems/develop possible solutions and
implement the selected solutions to ensure efficient service delivery across sectors.
7. In close coordination with the Migrant Protection Unit, develop GBV/CT related
training materials and offer technical training sessions on GBV/CT for cluster
partners.
8. Participate regularly in CCCM cluster coordination and Protection meetings at
Rakhine State, and occasionally in Yangon.
09. In coordination with the Migrant Protection Unit provide direct assistance to
victims of human trafficking who may require repatriation and reintegration
support. Provide targeted capacity building and training support to Rakhine State
Government agencies including Anti‐trafficking in Persons Division (ATIPD) and
Department of Social Welfare (DSW).
10. Perform such other duties as may be assigned.
